That repository is not under the control of Trisquel: you are on your own to check whether it makes you install proprietary software (or even malware), although I doubt it will ever happen for that particular repository. Trisquel 8 is based on Ubuntu 16.04 and is stable. That is why it has
~3-year-old software. You can install "emacs25" or "emacs26" from that PPA:
