That is most probably because the quoted expression emanates from an overly simplistic view.

Note that my view has already moved on from its original simplistic position, thanks to your hints and references.

Addressing my botched attempt to exclude everything in computing except program or language might take us quite far from the OP, I am afraid, and the OP might thus rightfully complain about it.

Someone I know has recently taken to see the whole universe as data. They seem to be unknowingly trying to create information theory again from scratch, substituting 'data' for 'information'. Since they do not start from the same definition of 'information', I guess they are doomed to do that massive task all over again in spite of my warnings.
