Debian was the initial choice but later it was switched to a custom Linux distribution LiMux which is based on Ubuntu.

Y luego más adelante:

While switching to Linux might have saved Munich city millions of Euro, link: http://www.omgubuntu.co.uk/2014/07/munich-city-saves-millions-going-open-source

Y en este link dice:

LiMux version 4 is the current release and is based on Kubuntu 10.04 LTS so uses the KDE 3.5 desktop by default. The upcoming release of LiMux 5 will be based on Kubuntu 12.04 LTS and will use KDE 4.

Por supuesto si investigas verás que tengo razón, el objetivo de mi comentario no era profundizar en Munich. Era explicar porque no es bueno usar distribuciones con poca documentación.
