ich glaube du suchst nicht nach der Locale sondern der Keymap ;).
Versuch mal "dpkg-reconfigure keyboard-configuration". Wenn es nur im
X-Server ist sollte ein "loadkeys de" passen, wobei dort der
Einstellungsmanager des DM wohl einfacher sein sollte.
