1 - RSA encryption (seal) is always much faster than decryption (unseal). 
It's
the nature of the RSA math.

2 - No, it's not AES, it's RSA.  The TPM does not expose any symmetric key
algorithm.

3 - It intent of seal/unseal is to use short data streams, 10's of bytes,
not 40 mbytes.  Your top level design needs a rework.
