I can only answer the IBM SW TPM part, since I'm the author. It can definitely connect with Trousers on Linux, where they communicate through the TCP socket interface. I find this very useful for application development.
I don't know if Trousers works on Windows. If it does, and the socket interface has been ported, it should work. The SW TPM definitely works on Windows, and comes with a sample makefile.mak.
