You might try some other operation which requires TPM authorization to be
sure you are doing it right. Also, I experimented with migration a few
years ago with inconsistent results. One brand wouldn't work at all, while
another manufacturer required the migration key to be the grandchild (or
further) of the SRK. Children of the SRK could not be migrated. I don't
think I got an error this early in the process, though.
My advice is to try simple functions of the TPM before launching into as
complex an operation as migration, which requires multiple steps.
