I don't currently use Tspi_Key_UnloadKey, but that's not to say that I couldn't 
if it will provide a solution.

As far as I know the whole purpose of TSS layer is to provide concurrency, so 
from what you describe it sounds like a bug in trousers.

Do you by any chance use Tspi_Key_UnloadKey() function in your code? If so, 
then I may have few ideas.
