Is the old value of PCR 15, 16 the same __before__ you do the extend?

Note that PCR 16 is resettable, so you can repeat the test with the same 
starting value.  PCR 15 cannot be reset, so you would have to reboot 
before each experiment.

That code will not be in Trousers.  The PCR extend is on the TPM.

I recommend debugging with the SW TPM (an emulator).  That way, you can 
look inside the TPM and see

- the old PCR value
- what is being extended, and the entire calculation
- the new PCR value

If you send me the trace of the good and bad case, it should be easy to 
debug.
