Careful.  The text here does not say, "over those who had not sinned,"
but rather "have not sinned after the similitude of Adam's
transgression."  Two verses earlier, the text clearly indicates that all
had indeed sinned, even though it was a different kind of sin.

Wherefore, as by one man sin entered into the world, and death by sin;
and so death passed upon all men, FOR THAT ALL HAVE SINNED: (Romans 5:12
KJV)

Ezekiel 18 balances the teaching that God visits the iniquity of the
parents upon the children with the teaching that each person will bear
their own sin.  Consider:

The soul that sinneth, it shall die. The son shall not bear the iniquity
of the father, neither shall the father bear the iniquity of the son:
the righteousness of the righteous shall be upon him, and the wickedness
of the wicked shall be upon him. (Ezekiel 18:20 KJV)

It seems to me that we cannot ascribe blame and guilt until sin is
actually committed.  What do you think?
