Romans 7..is..describing..a person who has not yet been set free through Jesus Christ.

Romans 7:5
(5) For when we WERE IN THE FLESH, the motions of sins, which were by the law, did work in our members to bring forth fruit unto death.
Most of the rest of this chapter is describing how the law did work in our members to bring forth this fruit unto death. Please do not ignore this past tense phrase in verse 5, "when we WERE in the flesh..." and notice the rest of the discussion is about how the flesh fought against the knowledge of the law and brought forth condemnation.
