No, not exactly.  I believe that many who believe have not yet received the 
Holy Spirit.  Remember Philip preaching in Samaria?

In the context of our discussion, however, I would say that if you have a 
group of individuals that you consider to be believers, and the Word of God 
begins to cause a division among them, then some of those individuals are 
not true believers.  The Word of God unites believers and divides them from 
unbelievers.  If the Word of God is polarizing people, be sure that there 
are unbelievers in the midst.  That means some need to be exhorted to 
repent.
