How about both but restricted to neither?

The Word of God is just that.  The Word of God.  It is declared vocally by 
Christ but also by his ministers.  It also is written in the Bible.  If you 
look back up in verse 2, you see the gospel being preached to the 
Israelites, and he calls this, "the word preached."  Now here in verse 12, 
he takes it up again.  When we preach God's word (Kevin knows what I'm 
talking about) it is alive and powerful and cuts even to the dividing of 
soul and spirit. People feel naked before God through the preaching of God's

word.
