No, I do not consider them to be such, but one point of the passage is that 
many other believers do not make a distinction between those among us who do 
not really believe and those who do.  In other words, among the ranks of 
Christians are those who are wolves in sheep's clothing.  Simon Magus in 
Acts 8 would be an example of such a person.

A believer is someone who trusts in Jesus Christ.  I'm not sure that it 
needs more elaboration than that.
