If the value of a move line is 0 no tax line is necessary too.

Only the base amount move line and the base amount tax line needs to be
created. The move line for the tax amount is not needed as its value is
0. If a move line has a value of 0 the tax line will have a value of 0
too. I think that such lines with no effect should be avoided.
