Because planned is different of effective. effective date should never
be changed once set.
And when changing the effective date on a shipment, all the moves (that
don't have and effective date set) must be updated with the effective
date. Don't they?
Changing effective date of the move must not be changed allowed from the
move if the shipment is set. Must they?
