Admin user is attached to a single company, so its not allowed for any operation other than its current company. You might also end up with the same error if you avoid the create company wizard, which not only creates the company, but also populates the user's main/current company. If you create your company manually. To avoid this error go in the above stated path, edit the main and current company, set them to the company.
