I haven't set it up yet, but I believe the value you would use as the
exchange rate if USD==1 is the second value you show (1.3282), because
the value you are specifying as exchange rate should be the scaling
value you need to multiply by to translate the value expressed in a
given foreign currency (EUR in this case) into the currency you work
with in your business (USD).  

I am looking to add multi-currency support to a Tryton implementation in
the not-too-distant future as well, so I would like confirmation of my
answer (ie. if there are those with multi-currency experience in Tryton
please let me know if I am wrong)
