When I run "Create Production Requests", I get Order Requests created
based on my Production requirement and current Stock levels, which is

But should I be able to create Purchases directly from Purchase
Requests? It seems like an obvious thing to do, but I can't see a
mechanism for doing this. Do I need another module to link these two

Yes you can. You must select the purchase request you want to buy, click
on the action button, and you will see a "Create Purchase" action that
will create the purchases and link them to the purchase requests.
