Yes, my assumption was that it works like this.....

To keep track of open RFQ is senseful, but in this case you are moving forward 
and backward with the status , which gives a high probability to mess it up.

With what you are saying, a PO is reverted into draft status to enter the 
quotation price -> how do I know now that a price was really received, or if 
there is a 'fake' price in it?

So this step does not add information / benefit.

Then you have to go to 'quote', and to 'purchase' to place the order.

Better: A status like 'Wait for Supplier' on the quote, being able to enter 
the quote price, and set it to 'quote complete'. From there it can be 
converted into a purchase.

and from the purchase order it should be possible to revert to 'quote' - but I 
think this bug is already filed.
