I have been evaluating Odoo 9.0 however Odoo removed the ability to send

Althought there are other methods of sending emails in background
(basically third party modules) What you are describing reminds me the
Email Notification [1] proposal for GSoC, which unfortunately didn't get
any student to implement it.
On the other hand, tryton have the ability to send reports via email
directly from the client, so you only have to print the report and send
it from your email client.
