Certainly sounds like an APM for ACPI issue to me -- I had this problem
with an older motherboard as well, but the Shuttle should have a
sufficiently good bios which will allow you to disable APM/ACPI. Give
that a try...
I am using a Shuttle here at work (running SuSE 9.2) which I use as my
workstation -- if you would like, I can tell you how I have my BIOS
configured.

At this point in the process I have no choice but to either power
cycle the system or press the reset button. Either way the box boots
normally. If I issue the "halt" command (or "init 0") the system
powers down normally.
It's not often that I will do this but the plan is to place the system
at a remote site.
