Is there some new way in tsl3.0 to work with the good ol' /etc/bashrc & 
~/.bashrc?

For one, ~/.bashrc does not exist on a newly installed tsl3.0rc2 test 
system. Aliases I put in /etc/bashrc don't get "installed" when logging 
in. I guess the second issue is because the ~/.bashrc isn't installed in 
the first place..

Is it just me and my install?
