What happens when I create software that is called 'ølstøgg' (Norwegian
characters included) or an editor named 'smtpd'. Nothing will stop me
from doing that, but any distribution would want to use different names
than those I selected.

I know these are over-the-top examples, but I believe that sometimes
distribution developers needs to be smart about things, rather than
setting up a policy and treat it as the only thruth. You can't expect
other software developers to do what's best for your customers.
