Trying to get fcron to run daily scripts, but runnin TSL 2.2

fcrontab -e  gives:
01:24:47 Unable to find fcron in /etc/group: Permission denied

putting executable scripts in /etc/cron.hourly/
..does not do anything.

Also tried stopping and starting it with /etc/init.d/fcron  also does
nothing.

fcron -f gives me 
01:29:04 can't lock /var/run/fcron.pid, running daemon's pid may be
2836: Resource temporarily unavailable
01:29:04 Aborted

So I killall fcron process, and start again:

fcron -f
01:30:04 fcron[2854] 2.9.5.1 started
01:30:04 updating configuration from /var/spool/fcron
01:30:04 adding file roo


I clearly missed out on something at startup here.. but what ?
