I tested the command you showed, changing the dial string to a local test fax machine, and it correctly sent my test fax. The only possibility I can think is that HylaFax did not like your dial string (I do not need to dial a prefix in order to send a fax, so I cannot check this aspect of your problem).
I'm sure you have checked the HylaFax logs, which are located on my system in /var/spool/hylafax/logs. The logs should give you a line-by-line account of the action (at least you'll be able to see if HylaFax is dialing your modem. If it will be of help to you, I have uploaded the source RPM (built on TSL 2.2) for the latest version of HylaFax to http://www.aeration101.com/data/hylafax-4.2.5.4-1gab.src.rpm . Feel free to grab it and rebuild to your heart's content. You may want to double-check the .spec file to make sure all the configure options are to your liking.
