What happens when you disable all ftp mirrors and only use http? If you can verify that this only happens with ftp, you really have pinned down the problem, and should be able to make a nice bug report about it. Also, since this does not happen to everybody, you should describe what network connection this happens on. Anything out of the ordinary? If disabling ftp mirrors works, you should not have a problem with you systems anymore either.
