If I do the fresh install from TSL3, can I simply overwrite the TSL3's
/etc/{passwd|shadow|group} files with the ones from the original TSL 2.2
server?

I would certainly try that solution. You will need to update your boot
setup and which modules you load, of course.
But that said, creating a fresh install on a VM with TSL3 and do the
migration might also be useful. That fresh install you can snapshot and
have ready for more servers :)

Not 100% transferable to TSL, but seems to be a good method.
