Bill,

Group policy is a nightmare to say the least.  I'm not sure your
budgetary constraints, but my company has adopted using Altiris'
products.  One of these allows you very good control over what a PC
can and can not do.  I'd recommend looking at them.  Also being a
Novell shop, Altiris works well with Novell being that its founder
came from Novell.
