IMO, the paucity of candidates isn't just due to depth or breadth of
knowledge. The intersection of the following is vanishingly small:
- deep knowledge about cong control
- deep knowledge about non-CC transport issues
- supported to participate in the IETF
- supported to travel to IETF meetings
- willing to serve as AD
