Create this file:
/etc/apt/sources.list.d/anatol-tup-saucy.list

The file content:
deb http://ppa.launchpad.net/anatol/tup/ubuntu precise main
deb-src http://ppa.launchpad.net/anatol/tup/ubuntu precise main

Remove the old tup entry from /etc/apt/sources.list and run:
apt-get update && apt-get install tup
