I am building with Tup from the Visual Studio 2013 command prompt. I output a DLL and an EXE and tup always thinks they were modified outside of Tup on the next build even when they are not. It seems there was some issue previously but it was supposedly fixed: https://github.com/gittup/tup/issues/256
