It turns out that it was a bug in tar.
Version 1.30 fixes the issue. The changelog says:
  Fixed the *--delay-directory-restore* option.  In some cases *tar* would 
restore the directory permissions too early, causing subsequent link 
extractions in that directory to fail.


So, no need to apply the *-m* workaround anymore.
