Torque - data dump & load tasks

Hi!

I've checked in this stuff some time ago. There are still some thing to do: 
particularily it needs proper data type handling and quoting. At this moment 
it seems to work ok with strings & numbers...

You can find an example of it's usage in Scarab's buildfile. I am open to 
comments and help is welcome.
