This is the mechanism that I hope will be available for all projects
using a common build mechanism (which maven hopes to provide).

I see there is a discussion about putting version numbers on JARs and
that's one thing I would like to figure out here: what is the best way
to distribute JARs for building against binaries. As part of maven I
would like to figure out a distribution mechanism much like CPAN where
there are mirrors all over the place and you can get your favourite JARs
from there.
