Summary: tdk 2.2 release missing log4j.properties
Description: When you run "./catalina.sh run", the following error is spat out to
the console:

log4j:WARN No appenders could be found for logger
(org.apache.stratum.component.ComponentLoader).
log4j:WARN Please initialize the log4j system properly.

Patches to fix this are attached to Scarab issues TTWS7. However, the
TurbineLoggingService is being replaced with commons logging, so this patch solves the
problem by supplying a log4j.properties
file with the TDK and copying it into WEB-INF/classes with a simple ant target.
