I had difficulties as well upgrading. I found that comparing my tr.props with the tr.master provided in CVS helped a lot.

This issue is most probably introduced by changes in TurbineVelocityService version 1.15 or 1.16. 2) As side effect I found that the new template mapper stuff was not working 100%, in such way that mapped screen classes/navigation templates/etc.. in subpackages could not be found. Here it looks like that the TemplateInfo class changes the "template" request variable back to contain slashes (thus not commas as required by the mapper stuff). Also FYI. The turbine-2 codebase checked out just before 2003-03-01 does not have the problem described above. That baseline works for me without problems. Anyone else noticed anything?
