Oron, The docs on Fulcrum are kinda light.. I have updated some doc stuff in CVS, but that hasn't been uploaded yet. It primarily requires looking at the unit tests and source code. To configure your application to run with Avalon, check out the OSWorkflow Example app. It is a Turbine 2.3 based example that shows the Avalon wrapper for OSWorkflow running via the AvalonComponentService. You can download and build it from: http://jakarta.apache.org/turbine/fulcrum/. You have to intentionally build it as it demonstrates where to put your Avalon files, what you need in TR.properties, etc...
