I've tweaked the http://jakarta.apache.org/turbine/fulcrum page to list
components under "Released" versus "Sandbox".  That pretty much just makes a
distinction between components that have never been officially released and
components that have been released.   If you pull up the docs for the
"Released" components they will refer to the most recent released version.
Which is also on ibiblio.
