Well, I tagged the CVS but skipped the vote ... I send out the vote right now.
I would suggest the other way round - exchanging the Avalon container under the hood, release a 2.4-M2 and then integrate the other things. But I'm well aware that this might not be possible hence working on a branch.

What else do people intend adding to 2.4? Because of the deprecation rules it would be better to push for a 2.4 final release (via one or two release candidates) and then do a 2.4.1 with the changes you mention here.
