So, I've mentioned this to Henning this week, and I believe he's talked to Eric.

I'd like Turbine to start thinking about moving to TLP. What are the
reasons to not go, what needs to be worked on to make a promotion
workable.

My reasoning for promotion is that I'd like Jakarta to simplify and
gain a single-project identity instead of an increasingly disparate
umbrella. The activity of Turbine is not essential to its ability to
be a TLP, and I don't think being a TLP will make the effort to gain
more committers etc any harder.

I can see two worries jumping to mind. The first is that somebody has
to step up and be the PMC chair; but for a small project it's a pretty
small job and I'm always around for questions etc. The second is that
the move itself could be hard on users and developers, but that's
solved by just taking it nice and slowly.

Anyway, this is a mail to take my hassling of Henning etc onto the
mail lists and get the conversation started.
