Basically, everything is there. As this is based on the Velocity
proposal, there is not really much to add. I'm +1 for going to vote.

I wouldn't connect this, but if you feel it is necessary before going
TLP, go ahead. As I said, every OSS project should be user driven (and
committers are mostly users, too). If e.g. Martin starts to send in
his changes and enhancements, there will obviously progress. Until
then, development pace happens at the speed set by the committers. I
do not really believe in artificial road maps and mile stones.
