try:
CVSROOT=:pserver:[EMAIL PROTECTED]:/home/cvspublic

I also set:
CVS_RSH=ssh
but I don't think its necessary

then do a checkout
`cvs co jakarta-turbine-jcs`

Note that there are a number of turbine and other packages you'll need in order to 
build
this.
