This was caused by an error while building maven 1.0-beta-10-SNAPSHOT (the
version you get from CVS).  I downloaded the beta-9 distribution and that
solved the problem.

Via CVS I obtained the sources for JCS.  I also obtained maven via CVS and
built it.

Now when I attempt to build JCS with maven I get the following message:
