I am actually curious about this topic.  I have been building jcs no
problem but I wonder why JCS does not have a binary download for users.
It seems this would only increase it's popularity and usage which is the
key to an open source project becoming successful.  So... why no binary?

Checkout the module "jakarta-turbine-jcs" from cvs repository.
You need to do the build yourself. It's quite simple using maven.
