You can get a build with the Torque 3.1 release, the build is quite old
22 Aug 2003, so it may be worthwhile following Estefano's advice and
download the latest from cvs.

Basically you can't. you have to download the source from CVS and run
maven on it.

Wouldn't it be nice to have the binaries to download from the JCS
website? :)
