Three options:

1) You don't, use the unicode or decimal forms which are supported in
all XML documents.

2) Use the HTML doctype with your xdocs. Perhaps building an extension
DTD for xdoc (there might even be one out there).

3) Use simplified docbook with its DTD and write the supporting code for
maven to support it.
