not sure how this fits with the plugin idea but......
would it be a good idea for the 'installation' of a plugin to include placing
all resources needed by the plugin under e.g. /plugins/struts/resources such as
tlds, etc.
If a webapp 'uses' struts, the plugin would be able to obtain whatever resources
are needed by the app and include them in the build. I think this is the
approach taken by the example apps that come with struts. The build files copy
files from struts.home if certain flags are set (use.struts and use.tiles)
just a thought.
