I'm not really following this thread closely, but if there is a way to bootstrap
just the files under templates/build/plugins instead of having to go through
compiling and jar creation, and unit btesting, I would be greatful. If I am just
working on code that doesn't touch any java files, I don't really want to
bootstrap the whole works everytime I want to see my changes reflected in
${maven.home}
