We decided back a while ago we would give people a release to move
over....b4 was out, so I removed the old ones, rather than duplicating
work.....

The delegators aren't broken, I think there is some confusion here (or
perhaps it is me), but if you use the _correct_ delegators, i.e. the
one's stated in the Integration document or the ones listed in Maven's
build.xml, then there is no problem. The change was documented.
However, if people use the old delegators, the ones that don't reference
the plugin directories, then they don't work as the indirection build
files in ${maven.home} are no longer there. They were placed there for
users so they wouldn't have to update the delegators all at once. This
was simply a backwards compat thing, however, these stop-gap build files
are now missing, which is why I believe Jason thinks the delegators
don't work.
If you use the right delegators (again, they are documented), there is
no problem.
